Ched,

We are currently moving forward with budget deliberations . It is my intention to propose that a budget be created for a Master Water Plan for the Carrs Landing area. A small isolated water system serves none of the District 's long term goals or present policy.

We now know that water supply to the Barkley Road petition area will cost at least $1.1 million constructed to District standards. In the planning & engineering exercise that got us to this point we have,as I have said, done some of the work in developing  the Master  Plan.This being said we must now develope a strategic plan & fiscal rationale for these expenditures.

The local improvement area has funded this project up to this point. The costs of construction to the petitioners appears to be unaffordable. Therefore, to move forward requires more properties to become a part of the project if the long term objectives are to be met. By creating a Master Plan, we wiil be able to refine the costs & their allocation, and develope an implementation strategy & capital plans. Once these plans are in place, options such as phased improvements can be considered.

 A relatively low expenditure will allow us to complete the Master Plan & present it for adoption by Council..

The remaining funds for this project are intended to be carried forward into the 2004 budget.

Further to our correspondence of October 23, 2003 (see below) we wanted to follow up, as we have had no response or acknowledgement as yet, although our local councilor has advised us everyone did receive our correspondence.

 

I have been getting calls from Barkley Road residents for several months asking for an update. Since 2001 we have been working under the guidance of The District of Lake Country to bring water along Barkley Road, and in that time have accomplished a great deal, including successfully forming a local improvement area. Despite all that we've done, we still do not seem to be any closer to getting a water system. We are concerned that not getting a response indicates nothing is being done to facilitate us getting water.

Dear Brian,

 

Further to your letter of September 23, 2003 and our meeting with The District of Lake Country on October 21, the Barkley Road residents have discussed how we would like to proceed.  Although the urgency and willingness to proceed with bringing water to [Brian] , the properties along Barkley Road is very strong, we do not believe after our discussions with The District of Lake Country and reviewing the proposal that “recommended Option C” (repetition for approval of 1.07 million) is the best solution. The three main concerns we have is our moneys being used to upgrade Eastside Utilities, the uncertainty of the agreements that would need to be in place between The District of Lake Country and Eastside Utilities, and the fact that under the current proposal much of the land within the petition area is not being serviced, requiring residents who want water to install booster pumps at an additional personal cost.

 

We have discussed how we would like to proceed in order to bring water to our area and have come up with a solution that we believe would fit in with The District of Lake Country’s future needs, as well as our current needs.  We would like The District of Lake Country to cost out putting in a self-contained water system for all the residents in the area between Eastside Utilities and the Lake Pine water system, built to standard that could be used by The District of Lake Country in years to come to connect to and if needed, to supply water to other outside areas such as Lake Pine when The District becomes responsible for that area. This would expand our petition area and provide fire protection to a large area of Carr’s Landing that is currently unprotected. As the residents believe there is urgency in moving forward on this, they would be willing to put up some money towards getting some initial cost estimates done so the feasibility of a new broader petition could be decided.
